India’s Esports Finds its Defining Moment with the Online Gaming Bill, 2025

Bill recognises esports as a legitimate sport, bans online money games, and paves the way for structured growth in India.

The Union Government’s introduction of the Promotion and Regulation of Online Gaming Bill, 2025 in the Lok Sabha signals a watershed moment for India’s fast-growing gaming and esports ecosystem. For the first time, the country is attempting to draw clear boundaries between esports, recreational social games, and online money games—resolving years of confusion that has slowed down the sector’s growth.

Esports Defined, Recognised, and Promoted

The Bill defines esports as competitive, skill-based online games governed under the National Sports Governance Act, 2025. By doing so, it firmly places esports alongside traditional sports, recognising the physical dexterity, mental agility, and strategic thinking required by players. It also mandates steps such as guidelines for events, creation of training and research institutions, incentives for players, and awareness programs to drive growth.

Industry leaders have welcomed this recognition. Akshat Rathee, Co-founder and Managing Director of NODWIN Gaming, noted, “The government’s intent to recognize and promote esports, as highlighted in the recent bill, is an encouraging step towards building a structured and globally competitive ecosystem. However, for this vision to truly materialize, it is critical that the terminology used in the bill… be clearly defined and uniformly understood. Clear and consistent definitions will create a strong regulatory foundation that ensures investor confidence, long-term stability, and sustainable growth.”

Drawing the Line Between Sport and Betting

The Bill makes a crucial distinction: esports is a sport, while online money games—based on chance or even a mix of chance and skill—are prohibited. The government has imposed a blanket ban on their offering, operation, advertisement, and promotion. This clarity helps preserve the integrity of esports by ensuring it is not conflated with betting or gambling.

As Animesh “Thug” Agarwal, Co-founder and CEO of S8UL, emphasized, “This bill marks a historic turning point for Indian esports. By drawing a clear line between skill-based competitive gaming and betting, it safeguards the integrity of our ecosystem while opening doors for structured growth. Esports is a sport—built on skill, discipline and years of grind.”

He further stressed the need for infrastructure development—arenas, bootcamps, education programmes, and scholarships—to nurture future champions and gaming creators who will shape India’s gaming culture.

Central Regulation Brings Long-Awaited Stability

Until now, India’s gaming industry was constrained by a patchwork of state-level restrictions, leading to inconsistency in regulation and uncertainty for investors and organizers. A central framework promises stability and a level playing field.

Rohit N Jagasia, Co-founder & CEO of Revenant Esports, welcomed this much-needed clarity, “The Promotion and Regulation of Online Gaming Bill, 2025 is a welcome step toward resolving years of uncertainty in the sector. At present, a mix of state-level restrictions creates inconsistency. This bill helps bring a balance to that. With a central framework in place, we can unlock investment, foster innovation, and drive global competitiveness.”

He added that distinguishing esports and social gaming from chance-driven money games is essential for credibility, “Once the detailed provisions are made public, we’ll have a clearer sense of its implications for esports. But it could well mark the start of India’s rise as an international esports leader.”

The Road Ahead

The Bill’s introduction has been met with cautious optimism. Stakeholders agree that the real test lies in its implementation—whether definitions are applied consistently, whether infrastructure receives investment, and whether esports talent in India can be nurtured to compete globally.

What is undeniable is that India has taken a decisive step. By recognizing esports as a legitimate sport while drawing a hard line against online money games, the government has given the industry both legitimacy and protection. If backed by robust policy execution, this moment could well define India’s ascent as a global esports powerhouse.
