Havas appointed to European Commission’s new five-year communication framework

Mumbai: Havas has been selected under the new Framework Contract of the European Commission and its main Directorates-General, marking a significant recognition of the Group’s leadership in strategic communication across Europe. The five-year framework will enable Havas to support specific communication missions for European institutions across Member States and beyond.

As the sole European communications group based in France to be selected, Havas further strengthens its standing as a leading reference in strategic communication at a European scale. The appointment reinforces the Group’s long-term strategy to consolidate its role as a European leader in this domain and builds on a series of communication missions previously delivered for the European Commission.

Operating under the philosophy of “Thinking Europe, speaking to Europeans,” Havas has developed an integrated communications solution that brings together its extensive network of agencies across the European Union with its international capabilities. Coordinated by the Havas Paris teams, this approach combines pan-European strategic coherence with deep local expertise, aimed at enhancing understanding of European initiatives and their tangible impact on citizens’ lives.

“Europe’s strength lies in its diversity. The strength of European communication lies in its ability to build connection, meaning and understanding between institutions and citizens,” said Julien Carette, CEO of Havas Paris.

To address the increasingly complex needs of institutional and international actors, Havas will deploy its integrated model that unites strategic advisory, creative excellence and media expertise. This model is further strengthened by the H/Advisors network, the Group’s global strategic advisory platform, which supports reputation, influence and public diplomacy mandates in close coordination with local market capabilities. The recently launched Converged.AI strategic platform exemplifies this integrated approach, bringing together advisory, creative and media talents to deliver global, coherent and measurable communication solutions.

“What major institutions are looking for today are partners capable of understanding complexity, grasping its human implications, and translating it into clear and accessible narratives. This is precisely what our integrated model enables,” added Raphaël de Andréis, CEO, Havas Creative Europe.

Under the new framework contract, Havas will support the communication of major European public policies spanning employment, justice, health, defence, and economic and social transition, alongside the protection of freedoms, the promotion of shared values, and the defence of the rule of law. In a fragmented media environment marked by rising mistrust, the Group aims to strengthen clarity around EU action, encourage fact-based dialogue, and reinforce European cohesion.

The win also underscores Havas’ deeply rooted European identity, reflected in its Paris headquarters, its listing on the Amsterdam Stock Exchange, and a strong agency network embedded across the continent’s economic, cultural and institutional ecosystems. This European foundation, combined with a robust international footprint, positions Havas as a distinctive integrated communications group capable of operating at continental scale while remaining attuned to local realities.

The selection by the European Commission signals strong confidence in Havas’ ability to serve as a trusted partner to institutions, international organisations and global corporations navigating complex challenges related to reputation, influence and transformation. The Group views this mandate as a recognition of its unique positioning as an integrated communications network in Europe and beyond.
