Mumbai: The IAB Tech Lab, the global digital advertising technical standards-setting body, has released Podcast Technical Measurement Guidelines v2.3 for public comment, introducing updated measurement practices for podcast downloads, audience tracking and advertising delivery using server-side log data.
The revised guidelines are designed to address the evolving podcast ecosystem, including both audio and video podcasts distributed through open RSS feeds and podcast applications relying on server-side file delivery. The draft will remain open for public feedback until August 19, 2026.
The updated framework aims to create greater consistency in how podcast audiences and ad impressions are measured across publishers, platforms, hosting providers and measurement companies.

“Measurement only works at scale if everyone is counting the same way,” said Anthony Katsur, CEO, IAB Tech Lab. “These updates give the industry clearer guidance for today’s podcast ecosystem and help reduce the inconsistencies that slow deals down and create unnecessary questions. That is good for buyers, publishers, and everyone responsible for reporting the numbers.”
Version 2.3 introduces several updates, including replacing the term “listener” with “podcast consumer”, along with additional guidance on URL prefix measurement, RSS enclosure URL changes, invalid traffic considerations and different measurement window approaches.
According to IAB Tech Lab, the terminology update establishes a foundation for the upcoming v3.0 guidelines, which will focus on the growing role of streaming video podcasts. The next version is currently being developed by the Podcast Technical Working Group.
Podcast measurement continues to depend largely on server-side log analysis, as many podcast applications do not yet provide client-side playback confirmation. The updated guidelines aim to reduce measurement discrepancies, improve the handling of duplicate downloads and platform-related anomalies, and provide clearer approaches for measuring video podcast consumption.
For advertisers and buyers, the updated standards are expected to improve confidence in podcast audience and ad delivery metrics, while publishers, hosting providers and measurement vendors will benefit from clearer implementation practices.

The Podcast Technical Working Group developed Version 2.3 through collaboration among industry stakeholders and IAB Tech Lab members. The organisation has invited publishers, platforms, measurement providers and other industry participants to submit feedback before the guidelines are finalised.
The updated Podcast Technical Measurement Guidelines v2.3 are part of IAB Tech Lab’s broader effort to establish transparent and scalable technical standards for the digital advertising ecosystem as podcast consumption continues to expand across formats and platforms.
